Dogs using the inside as a bathroom (other posts did not fit this issue)

I have two dogs, an AKC Black Lab who is 5 years, and an 8 year old male Springer Lab.

They have been potty trained, and they have been awesome up until Febuary when my mother left the country and never came back, since these are family I told her just because she was going through a midlife whatever she could not take the family dogs with out the family. She said fine and left the dogs with the famil car. Slowly us kids started to move away, our youngest brother moved away first after our mother left, my other younger brother told us he was moving as well and he could not take the dogs, Fiancee and I told him to stay with the dogs for a bit so where we could find a place to live down state that would take our dogs, since we both where going to go to school down there anyhow.  And we told him he has to stay home and take care of them . . . 

 

Guess what he didn't, when we came back up state with a family truck to grab our bedroom stuff, and our dogs and go back down state. We pulled up it looked like no one was living there, I was scared, we went inside, and from the looks of it, it looked like he did not let the dogs out at all the whole time we were gone. Which was a month. He had did buy dog food that they were allergic to, and he just ripped the bag down the side and just left it there on the floor. 

 

Once we got our dogs with us, checked out, medicated, and re-shot we moved them into a ne whouse that we bought. . . At the time in the beginning only my Fiancee had a job so I was able to stay home with them and let them out. Now that I have a job no matter how long I am gone, the female goes to the bathroom in the  house on the carpet. 

I've let her out before I go to work, when I come back. I take away the water 30 mines before I let her outside, I've rubbed her nose in her potty on my carpet, and I've told her no and smacked her. 

 I have very bad OCD and I am losing it.
