potty training rescue dog

I  adopted a 2-3 year old cairn yorkie mix a little over a month ago. She is not housetrained and I am doing all I know to do to help her within the circumstances. She has a very very sensitive stomach so I can't reward her with treats like I would like (she would vomit and have diarrhea). I take her out on the lease every hour or so and let her walk around and sniff the ground. When she does pee or poo I immediately praise her alot. As I see she is squatting I will say "go pee pee" as my que word to her. I take her to the same area in the yard each time. But, sometimes after spending 10 mins or so outside,  without any results, I bring her back inside and she will pee within a few seconds. I hate to keep her in the crate so much because we think that she was kept in one all her life with no socialization to humans or other dogs. Therefore, we are working with overcoming other fear problems to begin with. I NEVER scold her ....she is so very timid and afraid. Is there anything else that I could try?  I am not seeing any improvement at all hardly. How long to train her am I looking at? HELP!!!!
