Hey, I think that the most relevant platform to post your articles would be an article submission directory. These places are filled with all sorts of dog articles and you can also find people of your like. I recently had a look at a dog lover website which really made me feel that it was a good place for all sorts of issues relating to dogs. I hope that you can find your answer there.

they have email lists for members, also a search for dog trainer lists on yahoogroups should yield results.

I run a list for trainer graduates of the San Francisco Academy for Dog Trainers, but that's a closed list for grads only. many schools may have similar lists.
