Beagle Puppy Training

I'm new to this site and hoping I will get help and give help when needed. First I just want to introduce myself. I live in New York with my fiance' and we just recently just added a new addition to our family- a 9 week old beagle (Izzie). I had her at 6 weeks.- her mother died giving birth. She is great but she's becoming quite a handful. She's pretty muched potty trained but beginning to get spoiled- she will only poop and pee once on the wee wee pad and then if it's soiled- she will go elsewhere so i'm changing it more often so she doesn't have an accident and praising her when she does her business. She's doing well with that. My question- her teething is getting worse and she loves mommy's hands. If she bites my hands/fingers then i say no, put a chewing toy in her mouth and say "good girl". I'm repeating this method but she doesn't seem to get it. Is there another method i should try to help teach her that fingers/hands are not for biting? I thought i was doing pretty good with her training but i'm starting to feel like a failure. Any suggestions would be great and helpful.

Your method is not working because you are rewarding her bad behavior with a chew toy instead of correcting it. You live in NYC or upstate I can help you I am a professional dog trainer. You need to discipline every time she bites. I suggest putting a leash and prong-collar on her all the time so you can yank it when ever she bites which will teach her that the behvior is not wanted. She will pick it up within a week and then you can take the collar off.
