How to tellif a dog breeder is good?

How do you know if a dog breeder is good?  Or some backyard breeder, or even worse a puppymill?  I always see advertisements on sites like petbreedinfo, but are they for real?  They seem so sketchy?

I'm think I will holdout until I find a rescue dog in the breed I decide on, but I'm kinda addicted to puppy searching!

I found this link in another thread, it lists a lot of other breeders. I would also ask if they breed for money or hobby (to better the breed). BYB's only breed for money and not the breed. Also, alot of reputible breeders I am finding out have a USDA number.
