pembroke welsh corgi and agility

I need some advice concerning my corgi and agility.  She is 15 months old and we have been in agility since March.  We have trials in Nov. and she is all over the place.  She runs off to see other people or dogs.  If no one is around she goes other places to smell or whatever.   It is hard to get her to come back to me and get back on the course. Today she did most of the course except refused to go through the tunnel.  Last week she refused to jump the tire. Can anyone give me advice?  Am I expecting too much too soon?  I read before I got a corgi that they were stubborn.  Am I dealing with stubborness of the breed or what?  She is a great dog.  She is obedient but is not the kind of dog that just follows me around all of the time. She is very, very social to other people and dogs.   You can't trust her outside the fence unleashed.  She will come when called if she chooses.
