sick puppy

My 5 month old papillon mix has had a cough since we got him at 9 weeks old. It's like a hacking/gagging cough and sneezing. We have tried antibiotics and cough medicine, and nothing seems to help. It will get a little better and then worse again, and the vet doesn't know what is wrong. He took x-rays and saw nothing. He wants to put him on lasiks to find out if he has fluid on his lungs, but that makes him have to go to the bathroom like every 15-20 minutes! I can't leave him at all when he is on them, but I have to leave him for 1-2 hours at a time because I am still in school. He said the best thing we can do is an ultrasound to check his heart (which is really expensive). Anyway, I was just wondering if anyone had any ideas on what else could be wrong with him. Lately he has been really itchy too. Constantly biting and scratching himself, and he doesn't have fleas. And it seems like he is tired a lot. He is a puppy i know, but it just seems like he sleeps alot more than usual lately. I thought maybe allergies. Does anyone have any suggestions??

Go see another Vet.  get a second opinion.

 Maybe it's kennel cough?

I would get another opinion also....It sounds like kennel cough but does that make them tired and itchy.....

I really don't know so I would take him to another VET..

Well I just looked fast on kennel cough , It is a cough every few mintues but they are saying you don't know the dog is sick ONLY from the coughing......so tired and Itchy can be something else going on ......
